  Two cowboys from the south American Pampas adjourn after a hard day's 
  work to a dance hall where Tony's Tango Band is the star attraction.
  There is music, song and dances from Tania, a beautiful senorita.

For the purists, the entry above was for the 17.5mm sound film release 
(the 9.5mm one had less text and no colour!).
 Although this and other titles were first mentioned  in the June/July 1938
Pathéscope Monthly magazine, these were under the list of film releases for
the previous month of May 1938. 

Notes:

1. Tony's Tango Band consists mainly of acordion players.

2. Music includes - "The Wheel Of The Wagon Is Broken"; "Sidewalks Of Cuba" and "La Paloma"

Looks like a publicity photo 
An amazing co-incidence thanks to the internet and 'google'!  
An American spotted my web-site with the "Below Rio" title included in the 9.5mm film catalogues.
He was in the UK until 1948, his father had married an English lady, who had been a cabaret dancer - seems
she was Tania in this film!  Sadly she died in 1954, so we have no further details.
But her son Blue E. Wooldridge,  just found the remains of this publicity photo amongst her things.
